
The development of Robotaxi China is entering a more mature stage after CaoCao Inc. confirmed on February 11 that its Robotaxi fleet in Hangzhou’s Binjiang District has grown to 100 vehicles. The fleet is supported by the company’s Green Intelligent Mobility Hub, marking a transition from pilot programs to a more structured commercial model.
As the key commercial platform for Geely Holding Group’s Robotaxi China strategy, CaoCao has designed a phased development plan that reflects different levels of technological readiness. The first phase focused on validating autonomous driving technology through small-scale pilot operations. The company is now moving into a stage that emphasizes the shift from safety-driver-supported services to fully driverless operations, while also testing mixed fleets that combine autonomous vehicles with human-driven ones. In the long term, CaoCao plans to introduce fully purpose-built Robotaxi models and expand large-scale commercial services globally, strengthening the influence of Robotaxi China in the global autonomous mobility sector.
Reaching a fleet size of 100 vehicles in Hangzhou represents a significant early milestone in the company’s Robotaxi 2.0 strategy. As operations continue to expand, CaoCao will focus on improving service reliability, optimizing operational processes and enhancing the passenger experience. At the same time, the company has launched the world’s first Green Intelligent Mobility Hub in the city. The facility integrates automated battery swapping, self-cleaning functions, in-vehicle tidying, intelligent dispatching and automated billing, providing essential infrastructure for the large-scale development of Robotaxi China.
Looking ahead, CaoCao plans to gradually extend the operating hours of its Robotaxi services and expand coverage areas across the city. The company will also introduce its CaoCao Intelligent Mobility RAS remote safety platform and fully implement an intelligent asset management system. By integrating operational strengths with smart cockpit and autonomous driving technologies, CaoCao aims to build a closed-loop system for fully driverless Robotaxi operations and accelerate the large-scale rollout of Robotaxi China.
Beyond strengthening its domestic operations, the company is also expanding its international cooperation efforts. CaoCao has signed a Memorandum of Understanding with the Abu Dhabi Investment Office (ADIO) and plans to establish a local office there this year. Through partnerships with local organizations, the company will explore pilot programs for autonomous driving and green mobility technologies and bring the experience of Robotaxi China to overseas markets.
Meanwhile, CaoCao is working with Geely and other partners to develop a fully purpose-built Robotaxi model equipped with dedicated autonomous driving hardware and software. The vehicle is expected to debut this year, and the company aims to deploy 100,000 units by 2030. Green Intelligent Mobility Hubs will also be introduced alongside the expansion of the Robotaxi business, providing comprehensive automated operational support and helping to build an integrated “sky–ground–space” mobility ecosystem.
With a strategy that combines intelligent purpose-built vehicles, advanced autonomous driving technology and intelligent operations, CaoCao Inc. is steadily expanding Robotaxi China and contributing to a greener, smarter and more efficient future for urban transportation.
